Challenge

A major Army enterprise system supporting over 15,000 users was running on aging on-premises infrastructure with mounting maintenance costs, frequent unplanned outages, and a growing technical debt backlog. The program office needed a cloud migration strategy that would reduce costs, improve reliability, and satisfy FedRAMP High authorization requirements — all within a constrained timeline ahead of a contract recompete.

Our Approach

CEdge led a structured cloud migration following the AWS Migration Acceleration Program (MAP) methodology, adapted for FedRAMP compliance.

Assessment & Planning Our cloud architects performed a comprehensive 6R analysis (Rehost, Replatform, Refactor, Repurchase, Retire, Retain) across 47 application components, identifying the optimal migration strategy for each workload.

Landing Zone & Security Baseline CEdge deployed a compliant AWS GovCloud landing zone with automated guardrails, centralized logging (CloudTrail, Config), and a Security Hub baseline mapped to NIST 800-53 controls. This provided the authorization boundary for the ATO package.

Phased Migration Migration proceeded in three waves over 14 weeks, beginning with development/test environments and culminating in the production cutover. Blue-green deployment patterns ensured zero-downtime transitions.

DevOps Transformation Alongside the migration, CEdge implemented a fully automated CI/CD pipeline using AWS CodePipeline and CodeBuild, enabling the program team to deploy validated changes in hours rather than weeks.

Results

  • 40% reduction in monthly infrastructure operating costs
  • System availability improved from 97.1% to 99.97%
  • FedRAMP High ATO achieved within projected timeline
  • Deployment cycle reduced from 3 weeks to 4 hours
  • Zero data loss or security incidents during migration
