Overview

CEdge provides program management and compliance support for the USTRANSCOM Chief Information Security Officer, helping administer, monitor, and track the DoD Cyberspace Workforce Framework (DCWF). We work with the USTRANSCOM Joint Security Office to monitor and report on the qualifications of the civilian, military, and contractor personnel who perform cyberspace duties. The effort supports USTRANSCOM’s Directorate of Command, Control, Communications, and Cyber Systems (TCJ6) as a subcontractor to Copperhead Technologies LLC, which integrated the operations of Celeen LLC.

The contract provides program management support for the administration, monitoring, and tracking of progress on all DCWF requirements, and on any later guidance released under DoD Manual (DoDM) 8140.03 and the DCWF program. The period of performance runs from October 1, 2025 to September 30, 2030.

This contract continues the TCJ6 relationship we started in 2014 with the J6 Project Management and Training Support program, where we managed cyber training compliance for the directorate.

Scope of Work

Transition to DoDM 8140.03

We support USTRANSCOM’s move from the legacy DoD 8570.01-M approach to the DoDM 8140.03 cyberspace workforce framework. That includes mapping military, civilian, and contractor positions to DCWF work roles and proficiency levels, validating position coding for USTRANSCOM and its component commands, and keeping the supporting command policies current.

Privileged User Compliance

Each month we compare the USTRANSCOM privileged user list against qualification records, so no one receives privileged network access without completing the required foundational and residential qualifications. We create, collect, and maintain the official qualification records in the DoD system of record.

Cyber Awareness and Account Reactivation

We verify annual Cyber Awareness Challenge completion for all personnel, work with directorate training coordinators and the service desk to reactivate accounts disabled for lapsed training, and compile workforce compliance statistics for FISMA, DoD, and USTRANSCOM reporting.

Reporting and Governance

We deliver monthly status reports by the fifth business day, quarterly personnel certification reports by the tenth business day after each quarter begins, and meeting minutes within three business days.
