Overview

CEdge supported the USTRANSCOM J6 directorate, which leads command, control, communications, and cyber systems for the U.S. Transportation Command, for more than a decade. We served as prime contractor on the Project Management and Training Support contract from April 2014 through September 2020, then continued as a subcontractor to The Celeen Group through September 2025.

The relationship has continued without a break since 2014, most recently under the DCWF contract.

Scope of Work

Acquisition and Financial Management

We provided acquisition, financial, and accounting support to the directorate in line with FAR 37.203. The work covered budget execution across the directorate’s C4 systems portfolio, consolidating requirements from the directorate and its subordinate commands for the Future Years Defense Program, and reviewing and tracking about 200 procurement packages at a time. We also performed market research and built the initial cost estimates that support statements of work, and we produced monthly spend plan reports on personnel, expenditures, and funding status.

Workforce Training and Compliance

We served as the directorate’s training liaison and compliance manager for more than 500 civilian, military, and contractor personnel. That included tracking and reporting on DoD 8570.01-M requirements, providing compliance statistics for FISMA reporting, managing training funding and course quotas, helping managers build individual development plans, and administering the directorate’s training system.

Results

  • Delivered all major milestones on time and within budget
  • Kept compliance tracking current for more than 500 personnel
  • Kept supporting the directorate after the 2020 transition, continuing as a subcontractor
  • Built the foundation for the current DCWF cyber workforce contract
